THE MEETING WAS CALLED TO ORDER AT THE HOUR OF 7:10 P.M. BY MAYOR LOUDEN.  MAYOR LOUDEN OFFERED AN INVOCATION, FOLLOWED WITH THE PLEDGE OF ALLEGIANCE.

 

PRESENTATION: ZONING ENFORCEMENT OFFICER JOHN WELCH: MIXED USE ZONING

 

ZONING ENFORCEMENT OFFICER, JOHN WELCH, GAVE A BRIEF EXPLANATION ON THE PLANNING AND ZONING COMMISSION’S DESIRE TO SEE MIXED USE ZONING.  MR. WELCH ADVISED PHASE ONE OF THIS CHANGE WOULD INVOLVE AN AREA FROM 11TH STREET TO HIGHWAY 227 (PARK AVENUE) AND THE OHIO RIVER TO BARKER STREET.

 

MR. WELCH SAID THE TREND IN A LOT OF CITIES IS TO CHANGE TO MIXED USE ZONING WHICH ALLOWS RESIDENTIAL AND COMMERCIAL STRUCTURES IN THE SAME AREA. THE ZONING CHANGE WOULD REQUIRE NEWLY CONSTRUCTED BUILDINGS TO LOCATE CLOSER TO THE STREET, ALLOWING FOR GREEN SPACE AND SIDEWALKS ALONG THE STREET, AND PARKING WOULD BE MOVED TO THE SIDE AND REAR OF THE BUILDINGS.  THE HOMES ALONG THE PARK AVENUE ROUTE OF HIGHWAY 227 COULD BE CONVERTED TO PROFESSIONAL OFFICES UNDER THE PROPOSED MIXED USE ZONING.

 

DISCUSSION: MIXED USE ZONING

 

AFTER DISCUSSION BETWEEN COUNCIL AND THE PLANNING AND ZONING COMMISSION IT WAS A CONSENSUS TO MOVE FORWARD WITH MIXED USE ZONING FOR THE AREA OF 11TH STREET TO HIGHWAY 227 AND THE OHIO RIVER TO BARKER STREET.  COUNCIL ASKED THE PLANNING AND ZONING COMMISSION TO DRAFT AN ORDINANCE AND RETURN IT TO THE COUNCIL FOR REVIEW.

THE MOTION WAS MADE BY COUNCILMAN MILLER AND SECONDED BY COUNCILMAN WILHOITE TO STAND ADJOURNED AT 8:15 P.M.
